About the Role

BCCOHP is seeking a permanent, full-time Investigator to join our Investigations & Resolutions  team. This position will report to the Manager, Investigations & Investigation Committee.


The successful candidate supports the Investigation Committee (IC) and the Registrar’s delegates by investigating concerns and complaints received from the public and others about Oral Health Professionals (OHPs) in BC in accordance with Part 3, Division 11 of the Health Professions and Occupations Act (HPOA).


The role applies knowledge of the HPOA and its regulations, BCCOHP bylaws, standards, guidelines and regulatory policies to conduct fair, transparent, risk-based investigations in alignment with the principles of “Right Touch Regulation” and administrative fairness. The Investigator regularly interacts with complainants and their representatives, licensees and their counsel, witnesses and other parties utilizing a trauma informed approach where necessary and in a manner which incorporates cultural safety & humility.


This role works collaboratively with the Investigations & Resolutions team and leadership to provide the IC with the information it needs to make decisions based on a determination of risk to the public.

Essential Duties

Investigation & Case Management

  • Analyze complaint files and set out investigation plans to advance the investigation process.
  • Investigate concerns raised by a member of the public regarding an experience with an OHP licensee, in accordance with the HPOA, relevant bylaws, standards, and policies, and principles of procedural fairness, while prioritizing investigations based on the level of risk to the public.
  • Follow processes to ensure integrity of evidence collected and maintain accurate, confidential and well-documented files.
  • Liaise, coordinate and correspond with internal and external parties to gather information towards disposition/decision of investigation files and to support action and enforcement.
  • Conduct follow-ups with OHPs and other parties to ensure timely compliance for information, responses, and remedial actions.
  • Provide updates and key findings to the Manager, Investigations & Investigation Committee (The Manager).
  • Research issues that arise during the course of an investigation.
  • Retain and coordinate external experts required for investigations.
  • Act as a witness at disciplinary hearings as required.


Analysis & Reporting

  • Collect and analyze information provided through documentation, records, statements, and other relevant evidence.
  • Produce comprehensive written reports, evidence summaries, and letters.
  • Provide recommendations to management and leadership for consideration.


Audience Communication

  • Communicate with OHPs, complainants, legal counsel, committee members, and internal teams as needed.
  • Respond to inquiries and provide procedural information as needed.
  • Work with the Manager to prepare public notifications as required under the HPOA.
  • Support culturally safe, trauma-informed, and respectful engagement practices.


Other Responsibilities

  • Attend IC Meetings as needed and work with Investigation Officers and the Manager to prepare IC meeting materials.
  • Collaborate with legal counsel, leadership, and colleagues on complex or high-risk files.
  • Contribute to the continuous improvement of investigation processes, templates, and practices.
  • Identify trends and patterns and report them to the Manager.
  • Support departmental projects and initiatives.
  • Enter and update information in internal systems, ensuring accuracy, completeness, and consistency of records.
  • Provide support to the Director, Investigations & Resolutions as needed.
  • Other duties as assigned. 

Essential Skills and Qualifications

  • Education, training, and experience equivalent to an undergraduate degree in investigation and enforcement skills, law enforcement, conflict resolution, criminal justice, law, health care or public administration, or a relevant field, combined with 5 years of investigative experience, preferably in professional regulation or a health profession, or an equivalent combination of education and experience. 
  • Strong understanding of the fundamentals of regulation and the role of a regulator is an asset.
  • National Certified Investigator and Inspector Training (NCIT) or similar certification is an asset.
  • Knowledge of the HPOA and administrative law processes relevant to regulatory functions is an asset.
  • Experience in investigations involving health or regulatory-related matters.
  • Experience conducting investigations using a trauma-informed approach is an asset.
  • Strong mediation, negotiation and conflict management skills, with the ability to resolve conflicts and early resolution matters effectively.
  • Experience in risk and threat management is an asset.
  • Proficiency with Microsoft Office, databases, web-based tools, electronic filing, content/document management, cloud-based applications and intranets along with advanced computer skills, including internet, phone, and video conferencing tools.
  • Exceptional communication skills, both written and interpersonal, with a demonstrated ability to draft clear, professional correspondence and effectively engage with internal/external individuals.
  • Ability to handle sensitive and confidential information with discretion.
  • Ability to perform basic clerical and administrative tasks related to the role.
  • Strong critical thinking, analytical, and problem-solving skills.
  • Attention to detail and dependability are second nature.
  • Exceptional organizational skills with the ability to multi-task, prioritize, and meet tight deadlines in a fast-paced environment.
  • Resilient and calm under pressure, with the ability to adapt to changing priorities and handle multiple tasks and projects simultaneously.
  • Anti-racism and/or diversity, equity and inclusion training or equivalent self-directed training is an asset.
  • Indigenous Cultural Safety training or equivalent self-directed training is an asset.
  • Remote work experience and experience in a regulatory, not-for-profit environment or post-secondary environment is an asset. 

Work Arrangement

Work Hours

BCCOHP's regular hours of business are 8:30 am to 4:30 pm, Monday through Friday. This is a full-time permanent position, requiring 35 hours per week (7 hours per day).

 

Flexibility

BCCOHP offers flexibility for a hybrid work arrangement depending on the role and operational needs. The number of days required to be in office for this position is dependent on operational needs and workload.

 

We also offer core work hours between 9:30 am - 2:30 pm. The successful candidate may adjust their work day as long as they are working within the set core work hours, and depending on operational needs.


Total Compensation & Perks

The successful candidate will be offered a competitive compensation and benefits package. The annual salary range for this position is $93,983.69 to $104,426.33. The salary offered will be determined based on factors such as skills, experience, and education relative to the requirements of the role
