Description

Under the authority of the Yellowknives Dene First Nation Government Chiefs and Council and under the direct supervision of the Director, Environment, the Environmental Technical Advisor is responsible for working collaboratively with YKDFN community members, YKDFN staff, and other government and regulatory representatives to coordinate and facilitate YKDFN participation in the Giant Mine Remediation (GMR) project environmental assessment, and other activities related to Giant Mine including but not limited to long-term monitoring. The position provides advice and recommendations on environmental and technical issues surrounding this project and as required, on other environmental assessments. This position is located in the Ndilo office, Monday to Friday, with visits to Dettah.


Duties and Responsibilities:


  • Organize and facilitate Giant Mine Advisory Committee (GMAC) committee meetings and processes;
  • Provide scientific technical advice and support related to environmental and technical subject matter to the GMAC and to the Director of Lands Management;
  • Review, research, analyse and make recommendations to the GMAC and the Director of Lands Management on environmental legislation, environmental assessment and regulatory materials, management plans, risk assessments, and monitoring programs;
  • Conduct comparative analysis, and quantitative data analysis of appropriate remediation methods and technologies, and environmental monitoring programs to provide recommendations and advice to the GMAC;
  • Develop and provide plain language information briefings, presentations, and summary reports on the remediation project and environmental and technical issues;
  • Facilitate the development of strategies and action items to address community concerns related to the historical impacts of Giant Mine and remediation.
  • Coordinate logistical arrangements for the GMAC, including public community hearings and briefings, mine site tours, and YKDFN Executive briefings;
  • Liaise with Aboriginal Affairs and Northern Development (AANDC) staff and other government and regulatory representatives to convey GMAC communications and positions. Communicate responses, actions and issues from AANDC to the GMAC for resolution and input;
  • Prepare formal interventions for technical/public hearings and other environmental assessment phases. Coordinate and research background materials to develop strategic plan
  • Prepare correspondence, reports and press releases in relation to the Yellowknives Dene positions on land, environmental, and technical issues related to the GMR;
  • Work with the finance department and office colleagues to ensure costs associated with program delivery do not exceed allocated budget funding, and that appropriate program budget management is followed;
  • All other duties as directed by the Director.


Knowledge, Skills and Abilities:


  • Minimum qualification must include B.Sc. in Environmental Science, Geology, Environmental Engineering or related academic qualifications
  • Specialized knowledge of scientific technical and environmental issues related to mining, industry and development, environmental monitoring, contaminated site assessments and remediation methods, environmental impact assessments, and environmental management planning;
  • Sound knowledge of northern environmental regulatory and environmental assessment processes, Canadian and northern environmental legislation and government procedures;
  • Demonstrated project management and budgeting experience, strategic planning, work plan development;
  • Previous experience working with First Nation organizations/communities, government, non-profit agencies, consultants and the general public is required;
  • Strong critical analysis, technical quantitative data analysis, research, report writing and creative problem solving skills;
  • Must have good organizational, prioritization and time management skills;
  • Excellent oral, writing and listening communication skills;
  • Must have ability to interpret and convey scientific technical information into plain language;
  • Excellent interpersonal skills and cultural sensitivity;
  • Must be able to maintain tact and diplomacy;
  • Must be reliable and able to work independently with limited supervision;
  • Must be able to maintain the confidentiality level of the position and information, at all times;
  • A thorough knowledge and work experience with various computer hardware, and word processing software;
  • Must be able to work cooperatively with individuals at all organization levels, in a progressive manner that would lead to the successful accomplishment of YKDFN goals and objectives;
  • Must have sound understanding of Dene values, principles and culture;
  • The ability to speak/write Dogrib or Chipewyan is an asset;



The qualifications required for this position:

  • Post-Secondary Diploma or Degree in biology, geography, environmental science, environmental studies, natural resource management or a related field, plus three years direct related experience is required. 
  • Equivalent combinations of education and work experience may be considered.
