This role is responsible for leading the successful delivery of strategic business and technology change initiatives across the organisation. The role will manage projects throughout the full project lifecycle, ensuring delivery of agreed objectives, benefits, timescales, budgets, quality standards and outcomes.
Working within the Change & Transformation Directorate, the Project Manager will collaborate closely with senior stakeholders, technology teams, operational departments, suppliers, and external partners to implement transformational change that supports organisational objectives, improves business performance, and enhances customer and colleague experiences.
The role requires strong leadership, governance, planning, risk management, stakeholder engagement, and change delivery capabilities, ensuring projects are delivered in accordance with PMO standards, methodologies, and governance frameworks.
This role will be pivotal in planning and scope definition, managing budgets and resource utilisation, identifying and mitigating risks, and communicating effectively with stakeholders across the organisation and the Home Office.
The role will require appropriate handling of sensitive information in line with organisational policies and information governance requirements.
Key Relationships:
Internal: PMO Lead, IT, Change & Transformation, Business Analysts, operational teams and senior stakeholders.
External: Home Office, third-party suppliers, systems partners and other relevant external stakeholders.
Scope and Decision Making:
Accountable for the successful delivery of assigned projects from initiation through to completion, ensuring objectives are achieved within agreed scope, time, cost, quality, and compliance requirements while supporting Clearsprings operational and strategic goals.
Duties and Responsibilities:
Core Responsibilities:
· Deliver projects from initiation through to completion, ensuring agreed objectives, timelines, budgets, quality standards, and contractual requirements are achieved in line with organisational priorities.
· Develop and maintain detailed project plans, schedules, risk registers, and governance documentation, ensuring effective planning, monitoring, and control throughout the project lifecycle.
· Build and maintain strong relationships with key stakeholders, clients, suppliers, and internal departments, providing clear communication, managing expectations, and ensuring alignment on project outcomes.
· Produce accurate and timely project reports, dashboards, and updates for senior management and governance forums, enabling informed decision-making and effective oversight.
· Ensure compliance with organisational policies, regulatory requirements, health and safety standards, information governance requirements, and relevant project management methodologies.
· Support the successful implementation and transition of project deliverables into business operations, ensuring benefits are realised, users are engaged, and operational teams are prepared for change.
1. Procedures:
Planning and Delivery:
· Develop and maintain detailed project plans.
· Manage dependencies across multiple workstreams.
· Ensure delivery milestones are achieved.
· Manage critical path activities.
Planning and Scope Definition: Define project goals, create clear delivery roadmaps, agree scope and manage change control to prevent scope creep and uncontrolled change.
Budget and Resource Management:
· Manage project budgets and forecasts.
· Track spend against the approved business case.
· Produce monthly financial reporting.
Risk Mitigation:
· Escalate risks and issues appropriately.
· Drive mitigation and contingency planning.
Communication: Act as the central point of project information, keeping stakeholders, clients and team members aligned through clear, timely and accurate communication.
Team Leadership: Guide project team members, resolve issues, remove blockers and support effective delivery across workstreams.

- Build and maintain effective working relationships with colleagues, stakeholders and partners.
- Share information appropriately to support joined up working and service delivery.
- Work closely with the line manager and project team members.
- Collaborate with others and attend meetings as required.
- Support team members and provide on-the-job guidance where appropriate.
- Provide cover for other staff as agreed by the line manager.
- Coordinate internal resources and third-party suppliers to achieve project objectives.

- Keep up to date with all written and verbal communications, including emails, messages and calls.
- Ensure all records are maintained and kept up to date in accordance with company policies and procedures.
