ABOUT THE JOB

We are looking for a Divisional Proposals Manager - Digital Operations to join our team in Serbia.


In this pivotal role, you will lead and manage our Proposals team within the Digital Operations division, driving the development of high-quality, competitive, and fully compliant proposals that support our strategic business goals. You’ll work closely with cross-functional teams to ensure every submission is timely, technically accurate, and aligned with client needs.


With a strong foundation in system integration, presales, and bid management particularly across levels 2, 3, and 4 of the Purdue model, you’ll bring both technical and commercial insight to every opportunity. Your leadership will guide the team in interpreting complex requirements and crafting compelling solutions that showcase our capabilities.


Beyond proposals, this role is about building a culture of excellence. You’ll serve as a central point of coordination, escalation, mentorship, and support, fostering a knowledgeable, motivated, and high-performing proposals team that consistently delivers results.

Salary: Up to RSD 8,700,000 RSD Gross 2 Annual, depending upon skills and experience.

SUMMARY OF ROLE AND RESPONSIBILITIES

You will:

  • Lead and oversee the end-to-end proposal development process, ensuring adherence to customer requirements and internal policies.
  • Manage resources to ensure appropriate and adequate resource is in place to drive proposals to an optimum outcome.
  • Develop and implement best practices, methodologies, and frameworks for proposal development.
  • Collaborate with sales, technical, finance, and legal teams to create compelling proposals.
  • Analyse client requirements, RFPs, RFQs, and RFIs to determine proposal feasibility and approach.
  • Successfully identify and complete all relevant training both in-house and external, as required.
  • Provide a common process and accountability for Bids being created in line with company policy and direction.
  • Manage the process so that all bids are approved in line with the company Delegation of Authority.
  • Provide leadership and guidance for the Proposals team including line management, performance management, workload management and pastoral care. Setting individual goals. 
  • Maintain a repository of reusable proposal content, bid indices case studies, and templates for efficiency.
  • Collaborate with the project management team to capture and integrate lessons learned, fostering a culture of continuous improvement.
  • Enhance bid efficiency by leveraging technology, automation, and process optimisation initiatives.
  • Work to match the team skills to both existing and emerging requirements.
  • Represent the team upwards to Senior Leadership Team and advocate for resourcing as required.
  • Follow all health and safety regulations, procedures and protocols.
  • Have Line Management and functional responsibility for assigned team.

SUMMARY OF REQUIREMENTS

We are looking for:


Experience and Knowledge

  • Understanding of the Sales Process and how Proposals fits in.
  • Wide ranging technical knowledge base, based around the ITI technologies.
  • Experience of leading high value proposals. 
  • Experience of a consultancy lead process.
  • HND/degree in a relevant discipline


Skills and Abilities

  • Leadership skills to drive required and expected behaviours.
  • Negotiation skills for both internal use and with clients.
  • Foresight and experience to understand motivations, behaviours and to harness these for the team and individual’s best results.
